What is CBAM and Why Does It Matter?

The Carbon Border Adjustment Mechanism (CBAM) is the European Union's landmark policy to ensure that imported goods carry a fair carbon cost equivalent to what EU-based manufacturers pay under the EU Emissions Trading System (ETS). It prevents "carbon leakage" — where companies shift production outside the EU to avoid carbon pricing — undermining global climate ambitions.

Transitional Phase (October 2023 – December 2025)

EU importers must submit quarterly CBAM reports detailing the embedded carbon emissions of imported goods. Penalties apply for non-reporting and inaccurate submissions, including potential exclusion from future EU trade.

Full Implementation (January 2026 Onwards)

From January 2026, EU importers must purchase and surrender CBAM certificates equal to the embedded emissions in their imports. Certificate prices will track the EU ETS carbon price — currently trading at €60–€95 per tonne of CO₂.

Real Business Impact Example: An Indian steel manufacturer exporting 10,000 tonnes/year to the EU with emission intensity of 2.0 tCO₂/tonne faces annual CBAM exposure of 20,000 tCO₂ × €80 = €1.6 million/year. Manufacturers who reduce their emission intensity to 1.2 tCO₂/tonne would pay only €960,000 — saving €640,000 annually and gaining a significant competitive advantage over higher-emitting competitors.
